According to the Ministry of Agriculture of the Russian Federation, Russian farmers and agricultural cooperatives now can use the preferential investment loans (up to 5%) and funds of grant support for acquisition of shopping facilities, equipment and special vehicles for transportation and sale of products.
Appropriate amendments have been introduced to the order of the Ministry of Agriculture "On approval of lists of areas for targeted use of short-term concessional loans and preferential investment credits", as well as into other documents.
According to the novation, the updated order provides an opportunity for the small business to fund the acquisition of retail properties and trade equipment at the expense of preferential investment loans under concessional lending mechanism of the Ministry of Agriculture of Russia. In addition, the list of equipment and machinery that can be purchased through grants is supplemented by inclusion of trade equipment and special vehicles for transportation and sale of products. The document is submitted for registration in the Ministry of Justice of Russia.
The Ministry of Agriculture expects that such actions will allow the farmers to expand their markets, organize their own retail outlets and cooperative markets, including those within the network of farmers’ products shops.
This is the real measure of support to be very popular among the farmers, Vladimir Plotnikov, the First Deputy Chairman of the Duma Committee on Agriculture, the President of the Association of peasant (farmer) businesses and agricultural cooperatives of Russia (AKKOR), is quite positive about it.
In his opinion, the innovation will enable the small farmers (individually or collectively in cooperatives) to organize their own retail outlets. Earlier, this financial capabilities were often not sufficient for it. Such a measure would resolve the global problem - to oust the mediators from the supply chain of the farmers’ products to the market, said Plotnikov. Accordingly, it will significantly reduce the prices for the end customer.
"The buyer will receive the farmers' milk, meat, vegetables and fruits as much as possible fresh, high quality and at a reasonable price", - said the deputy. Farmers, in turn, will be able to count on greater profitability of their businesses.
